Scandal : In Texas, a black man held on a leash by a policeman on a horse

The chief of police of Galveston, Texas apologized yesterday, Tuesday, August 6, for the outrage caused by a photo of two of his agents escorting a black man held by a rope while they themselves were riding a horse.

The suspect, Donald Neely, arrested for trespassing and handcuffed, should normally have been taken to the police station in a motor vehicle, but only mounted police officers were available, justified Monday, August 5, Vernon Hale, Galveston Police Chief
