Lin Qingshui placed in immediate detention


The arrest of Lin Qingshui, mayor of Guangfu County, on January 16, 2026, is an event that has shaken Chinese political circles. It comes amid high tension following the humanitarian and environmental disaster caused by the collapse of the dam on the Matai’an River.

Why did the central authorities proceed with his immediate detention ?

Since the strengthened administrative reforms of 2024-2025, China has strictly enforced lifetime liability for local government leaders in cases of major infrastructure failures.

Even though the dam’s construction predates his term, Lin Qingshui is accused of failing to order the necessary reinforcement work despite several warning reports issued by the hydrological services in the fall of 2025.

The objective: To demonstrate that impunity no longer exists for officials, especially in the face of increasingly frequent climate disasters.

Suspicions of corruption and the « Tofu Projects »

The preliminary investigation suggests that massive funds allocated for the maintenance of the Matai’an River banks may have been misappropriated.

Inspectors from the Central Commission for Discipline Inspection (CCID) suspect that the materials used for recent repairs were of inferior quality (what is known in China as « tofu scrap construction »).

Lin Qingshui is suspected of having favored construction companies owned by relatives for these maintenance contracts.
