Tourism in the USA: finally nearing the end of the shutdown ?

A provisional agreement was reached Sunday among US senators, signaling a possible end to the longest budget impasse in US history, which began 41 days ago. The Senate passed a proposal allowing the resumption of budget review and a potential lifting of the shutdown of « non-essential » federal public services.

The motion, adopted by a vote of 60 to 40 (the minimum required), proposes a new transitional measure that would fund the federal government only until January 30, 2026.

The provisional agreement also includes three separate spending bills covering essential programs (agriculture, military construction, and legislative agencies).

It includes the cancellation of layoffs and the payment of back wages for government employees furloughed during the shutdown.

Republicans have also pledged to allow a vote in December on a one-year extension of health insurance coverage, a measure demanded by Democrats.

President Donald Trump commented on the « approach to the end of the shutdown, » and European stock markets immediately welcomed the news, opening sharply higher on Monday morning.

However, the agreement, far from being unanimous and covering a very short period, does not completely eliminate the risk of another shutdown at the beginning of 2026.

A complete lifting of the shutdown is not yet guaranteed.

The bill still needs to pass a final vote in the Senate, then be adopted by the House of Representatives, and finally be signed by the US president.

This process could take several days and requires the unanimous agreement of the Senate to waive certain procedural steps; otherwise, the shutdown could be further delayed.
